I think it's a bad and horrible idea to let vagrants go through your rubbish. A) They always make a mess - it's disgusting. B) The messing around with the rubbish and not closing the bins properly afterwards attracts rats, and there are enough of those around already.
In addition, how can one even think of allowing it - isn't that cynic?? If one feels sorry for them then give them food or buy them a voucher or whatever. The grocery shops can dish out their expired goods to them or something. On the one hand, it has been the policy here to "remove" vagrants from the streets - you cannot on the other hand say: "oh, it's ok for them to go through my rubbish". It's a terrible sign for a society to see people scrounging through rubbishes on a regular basis and it's even worse for people to think that's ok, fair game - it's only my rubbish.
