Hi this was done before by the CID as one of its projects in the early days of its formation under the previous CEO Michael Farr. It is my understanding that they ran into bureaucratic concrete walls, and the project lapsed. There must surely be a way of formalising this sector, as it is my belief over time that the vagrants/homeless/ displaced people have mastered the art of recycling our waste. They do leave a mess behind but I am sure with proper management, this can be overcome. Thanks.
