received the following response from Patrick Silo - see below. It seems
that the parks will not be left unlocked.

Yes that's true I request have been received from Mrs Schultz and it was
turned down for the same reason as yours . My OFFICE did explain why
the park cannot be left open in the evenings as requested by Mrs
Schultz. Therefore the park will still be locked in the evenings and
re-opened in the morning as it has been the case. Thanks for the support
and the interest.

Dear all
It is my understanding that a request has been made to keep the
Observatory parks open and unlocked at all times. I am a resident of
Observatory (I reside at 20 Arnold Street). I very strongly object to
having our parks being left open and unlocked at all times. The
Observatory Improvement District ("OBSID") has done a brilliant job in
upgrading the parks and in making Observatory a safer place. If the
parks are left open, the number of vagrants in Observatory will increase
as the vagrants will use the parks as their personal residential areas.
This will result in the parks being degraded and it will result in an
increase in crime. Consequently, the residents of Observatory will be
negatively impacted and the OBSID will have a continual uphill battle
trying to control crime and keep Observatory clean.
I therefore, respectfully request that the Observatory parks are
maintained as they are now - locked at all times, with keys made
available to Observatory residents on request.
