Hi Melanie and Diaga, I can respond to some of your queries and would like to note the following;
The parks are not controlled by the CID and no moneys are retained by OBSID for any parks in Obs. In order for everyone to be able to gain access, OBSID recently sponsored a notice board for each park with our contact number on, and we act as information as to how to obtain a key from the relative community based organization. I believe Rosemary from the Library, who voluntarily run the Arnold Street park, can comment as to how the moneys she collects are used. She initiatives regular improvements and upgrades. OBSID employs Vetus Schola to patrol 24/7, however these patrolmen are not able to stand in one static point for a day - and will thus not be able to prevent an incident at a park. Parks are also Council property and VS are employed to patrol only public roads as per the CID mandate. It would be a shame to see the parks dis-used again if folks do not feel safe sending their children there with nannies. It is worth noting that the regular homeless in Obs are predominantly drug and alcohol addicts and some also mentally unstable. Human excrement, harassment, drunken bottle fights etc. are a regular occurrence in other public spaces in Obs. I am regularly told that the Station Road park was solely used for drugs 'back in the day'. This activity now takes place at the Groote Schuur Graveyard on the Main Road - an unmaintained public space.
