While I do personally believe this is the right thing to do, I'm not convinced that it's the best use of our time right now. Instead we're trying to get the Community Groups into a state where they can function independently and properly. We're also trying to come up with the right representations for critical process pieces such as the ARC and other reviews and the C-teams/RTIs. And of course, sort out all the difficult subtle issues with defect management. These and related issues were the ones rated important by most respondents in a previous poll[1] (admittedly the foundation issue wasn't even on the ballot), and none of us to the best of my knowledge stood for election on a foundation-first platform.
