That's one of the restrictions. Another is proper credit for existing OGC
via copyright statements, proper reproduction of the OGL, proper
identification of which new material is open, product identity, or closed
(the default). There's probably something I'm missing, given my swiss-cheese
memory. That's why it's important that you read the OGL!
