Provided that you're not breaking some other law, yes.

You could also write out the "standard" method of character creation, in 
your own words, and the odds are that WotC won't try and sue you...  
they'll just out-sell you.  :) 

An important thing to remember is that the OGL lets you quote verbatium 
from any OGC--so, rather than re-wording "fireball" you can just use 
"fireball" as-is in the SRD.
