Sure it is. The WotC OGL does *not* require OGC to be easily reusable--or even reusable at all. It requires that it be marked. I can rot13 all my OGC, or print it in white on 5% gray background, if i want to. It may defeat the spirit of the license, but the letter of the license makes no requirement about the nature of OGC, only the identifiability of it.
