Character Creation rules include those rules that would assaign a point cost to X?
In the past Wizards has gotten as specific as saying "you can't put the phrase 'Core rulebook' on the cover of your product" because people were doing it. If people are doing it and it goes against what they think is acceptable then they're going to put a lock out on it.
