Maybe.  If you say it the wrong way it could also be construed as including
information on creating characters.  Calling it a 'free download for
registered users' or 'free bonus material available online' would probably
constitute bundling.

The better way would be to say, "come to our website to see our other
products, including our free Guide to Creating Successful Characters".  The
key points here are:

1) The Guide is a completely independent work from yours
2) You don't have to buy anything to get the guide
3) The Guide contains information IN ADDITION to the basic character
creation and advancement process
4) You have a good lawyer look it over first.

Even this would probably get you a nasty-gram from WotC legal if you dented
their sales, but it would be harder to prove as a breach-of-contract.  I
suspect that WotC will take this kind of thing very seriously, because if
one company is able to do this successfully (in both a legal and marketing
sense) it will serve as a template for everyone to do it, and effectively
negate the d20 STL.
