        I genuinely think that this was not the intent.  I suspect 
that the "no permission to reprint" clause is a holdover from the 
non-approved draft license that someone forgot to delete.  

        Ryan: If in fact we *are* allowed to reprint and redistribute 
this license, then you should delete the clause that says that no 
permission is given to reprint it.  i.e. 

   <text to cut>
   No permission is granted to reprint or redistribute this text in 
   any media without the prior written consent of the Copyright Holder.
   </text to cut>
