Not possible.   Please do not mix up the terms "freely available","Public
Domain" and "Open Source/Open Gaming".  They are not the same.

"Freely available AKA Freeware":  Distribute for free.  May or may not
have re-distribution restrictions.  Can not be changed by the end user.

Public Domain:  Creator gives up ALL rights to the product.  Any one can
do what ever they want to it.

I think we have gone over what "open gaming" means...

That is what I would say as well.  Just don't say "Public Domain".  Not
the same as "Freely available".
