That has the effect you intended, but it is probably overkill.

If it were my text, I'd say something like:

"All text that appears between square brackets ('[' and ']') and all text in
'Chapter 2: Erinpeak' is Product Identity.  All text outside of Chapter 2
that does not appear between square brackets is Open Gaming Content."

That way you could lose the the '->' markers on every line, and it would be
easier on the eyes.

Yes, because all the text below that line is not actually OGC, is it?  If
you said "All text below this line not already identified as Product
Identity is Open Game Content" then you would be fine.
