I concur. There seems to be almost a fear of someone stealing a 'cool
idea' -- even though, of course, ideas cannot be protected under normal
copyright law, the OGL seems to attempt to do so. This is highly
problematic. If someone produces an OGLed RPG based on some vaguely
original concept ("Mutant Crayfish in Post-nuclear America"), they might
well use the 'concept' clause to prevent someone else from doing their
own 'take' on it, thus adding protection to any normally-unprotectable
rules (The Crayfish Mutation Chart), since such a chart is meaningless
in a game with no mutant crayfish.
