I don't think it's a matter of making exceptions, it's a matter of how 
copyright works.  The _owner_ of the copyright can release it under 
whatever terms they desire.  So as long as an article contains all 
original/WotC only OGC, then there's no worries.  They can simply publish 
the material in Dragon under a standard license, and include a note that it 
can be redistributed under the terms of the OGL.  Only if the OGC contains 
other's OGC would things get sticky.
