Of course, but that wasn't my point.  The OGF needs press coverage (in
addition to 3rd party publishers) to achieve credibility in the mass market.

No magazine is going to submit to being under the OGL entirely.  Each
advertiser and contributor who used a trademark would need to get prior
written permission before the thing could go to press.  Why on earth would
they want to buy into that kind of pain?  The OGF needs some kind of
positive press to get rolling, and I think that means a special clause of
some kind to allow it.
