Ok, maybe I am a little confused. I thought the restriction on XPs 
was that you could not explain "How XPs were applied, in relation 
to gaining levels"

I didn't think that  it included a topic of awarding the XPs 
themselves...

For example, I thought that it would be perfectly valid to include a 
new method for a DM to calculate XPs, just so long as they didn't 
explain how to apply them......  Such as if I created an XP Award 
system that gives XPs for the character's Daily Activity Level, in 
order to create a more story oriented game, rather than the combat 
oriented game that the current XP system promotes.
