Which D20, I repeat D20, rule is doing a regex search?

While there _is_ a D20 rule on searching, it's not the one _I_ would use to 
search a database.

The "rules" in question are d20 rules.   Generate a random numbner and look 
it up on a table is not a D20 rule.  Ryan has said as much.
