There is a large amount of software that can be D20 and still NOT be an 
interactive game.   Nothing that is used in "real time" as it happens, but a 
short list would include:

DM Support software (i.e. one that generates random stuff/monsters/treasure 
in a room)

Dungeon/Adventure/Character/NPC Database programs

Campaign Calendar programs

Mapping Software

I'm working on several of these...
