The following companies have not been closing their new monsters and/or
items through the use of PI designations:
Alderac
Fantasy Flight Games
Atlas
Green Ronin
Paradigm Concepts
Avalanche Press
Troll Lord Games (although they do close a bunch of stuff)
Nightshift Games (the monsters are open, but all other setting mateiral
is PIed)

Companies which have closed their content:
S&S (Creature Collection)
Privateer Press (they don't OGL the monsters at all; they actually
appear to be in violation of the D20 license)
Fiend Games
