Uhhh.  Not really.  D20 isn't really aa free "game" at all.  A game that 
doesn't tell you how to play isn't really a "game".  You have to buy the PHB 
to figure out how to generate characters and advance them.  Without the PHB 
the "game" makes no sense.

It's like saying "You can have the PHONE for free, but the handset is $12.95 
extra."
