Who said it was a free game?  I never have.  OGC stands for Open Gaming
Content, not Free Game.  It is what it is - a tool for game designers, and
people who try to make it something else are going to be upset when they
figure it they were wrong.  Blaming those feelings on the license is pretty
pointless.
