So by taking them out of the approval process, GRG can be a fair but
unbiased monitor of any license violation by the designer? That doesn't
sound encouraging.

That's like saying, "You want to use this system? Fine. Here's the license.
Sorry, we can't review you final draft before it goes to the printer but if
we caught any violation on your final release product, you'll be hearing
from us."

Assuming that you read the web site information regarding the "Action!
Approved," I think GRG is trying to ensure that the game stays true to the
system.

Granted, it is still too early in the game.
