I don't really think that this is where GRG is going. A lot of this discussion is going to be pure speculation until such time as they release their actual license and rules. To me it looks like the 3 logos represent a relationship with IP.
IP = Your own: Action! Ready
IP = GRG: Action! Original
IP = 3rd Party: Action! Approved
What this actually means in practice will depend on how the liscence is drafted and how Open Content gets designated.
For instance: If the license ends up looking a lot like the OGL(Wizards), then any use of someone else's work would be required to be an Action! Approved work. This would mean a LOT of work for GRG and their approval staff.
Different Instance: If the license ends up looking like the DRL(Dominion), then anything that is a "rule" would be considered part of the Action rules and thus usable by others without approval. In such a case, Scarred Lands would be Action!Ready and Star Wars(assuming WotC didn't do it) would be Action! Approved. This would mean a lot LESS work and quite honestly, I think Action! Approved would be a rare thing.
All in all, I think the success of this will revolve around two things. 1. How user friendly the license is and 2. How k00l the roolz are ;-)
A few different choices are always a good thing.

|themselves up to all sorts of legal problems, which is exactly
