Well, yes, of course it is.  That's exactly how the d20STL works.  Wizards
doesn't approve your product before you stick the logo on it, they just tell
you when/if they find out you've violated it.  Approving it first could open
themselves up to all sorts of legal problems, which is exactly what Ryan is
pointing out GRG is doing.
