Several of the source code modules you are distributing are copyright by the
Free Software Foundation.  You do not have the authority to contribute those
modules as OGC.  You can use them as non-open, non-PI content, but you have
to designate them as such.

As Clark pointed out, you won't be able to release your OGC under the GPL.

Since you are distributing source code, I suggest you create two different
distributions.  One for the FSF/GNU support code, and one for the OGC source
code.  Do not release compiled version of your OGC source.
