Actually, no.  New people are always told to see a lawyer because no one
wants to provide what one might consider legal advice.  If someone acted
on bad information, and thought that you were giving legal advice, they
could sue you for negligence, even though you were just giving some
helpful advice.  No one wants to be put in that situation, so unless
you're paying them to interpret the OGL for your situation, they will
always tell you to see someone who is qualified to make that assessment.

Like Alec said, it in no way means that the OGL is confusing.
