Yes, but since so many people are already publishing under the
gentleperson's agreement, Wizards is already receiving the economic
benefit that the SRD generates.  So there's no economic pressure to hurry
that process along.  With the market already flooded with D20 products,
it's not as if having the entire SRD being official released is going to
generate much additional customers.

As for an ethical obligation, where is there any indication that Wizards
isn't going to complete the SRD?  The question really is do they have an
ethical obligation to complete it quickly.  Wizards obviously doesn't
think so.  And while I can see the argument for why Wizards ethically
should completely release the SRD, I'm not certain as to the argument as
to why they'd have an obligation to release it quickly.
