Yeah, this surprised the hell out of me when it was released.

The "rules" (PHB and most of DMG) I expected.  Mundane equipment, I expected. 
Rules for creating magic items, okay, every magic item from the DMG, surprised.
 Every spell, a little surprised.  The whole monster manual, very surprised.

Count me in for a ditto "Why?"
