You mean "monsters in the SRD", right?

Yes, that's the intent.  Publishers can use those creatures in their
adventures via the descriptions in the SRD without using the story &
character IP of those creatures too.  You'll note that the descriptions
for monsters and psionic powers in the draft sections of the SRD from
the Psionics Handbook are even more limited.

You put a Mind-Flayer in an adventure, WotC expects that people, to get
full value from that encounter, probably need to buy and own a Monster
Manual.  Likewise, people who are considering buying a Monster Manual
might be tipped past the purchase point by seeing numerous examples of
the utility of owning the product in context.

WotC is giving you a lot of free stuff.  They're just not giving you all
the stuff they could.  And suggesting that giving you part of something
is worse than giving you all of something seems silly to me.
