You can find it in either Relics and Rituals 1 or 2. We had just that problem. Some of the names of the gods of the Scarred Lands and flavor description of the Scarred Lands--which we wanted to keep as PI--were in the names of spells. We wanted the spells to be OGC. So we designated the spell mechanics OGC and the names PI and then provided a license in the book itself to use the PI. We specifically did not designate the flavor text stuff as OGC.
