Right after Mongoose made the switch, I talked to Alex Fennell about it. He
said there was a couple of reasons involved. The first was that the old way
("this page is ogc") was creating too much confusion based on inquiries they
were getting back from folks who seemed not to comprehend it. Secondly, they
decided that they wanted to start "PIing" things that they hadn't in the
past to better protect their interests. Hence, the current declaration that
basically opens the game mechanics and that's it. However, they are always
open to giving permission to use PI or closed content depending on the
source. When I approached Matthew Sprange about opening up the poison names
and descriptive text of poisons in Quintessential Rogue for inclusion in
Pale Designs, he didn't have an issue with it at all (especially since the
book had basically made its mark in sales and wasn't a current hot seller).
