I understand (and as I have said, I agree) that everything derived from the SRD is insufficient by itself to serve as identification. But, since PI can be part of OGC then the statement, "The entire text of this book is OGC. However, all information derived from source X is PI and may not be reused without permission etc." does declare what is OGC (which I believe was Mike Kletch's complaint). If I then list all of the sections I can think of that are from source X, is the statement, "all information derived from source X is PI and may not be reused etc." going to serve in the same catch all capacity? In fact, if source X is a PD source I could include it on my website for anyone's perusal.
That brings up a separate, but interesting question. Isn't all PD "sort of OGC" already. Is there any harm in deriving from PD and/or contributing it to OGC as long as you are certain not to include any specific trademarks from the PD material?
