The real problem is stuff that is "derived from source
X". How do I know what was derived from source X
unless it is spelled out. Just looking at source X
probably wont cut it.

However, I dont want to say you can never refer to an
outside source.  I think you can refer to an outside
source as long as it is free and available to
everyone, like the SRD.

This could be, IMHO (though Alec disagrees), a
sufficient OGC designation:

"All content contained in this product that is
contained in the System Reference Document is hereby
designated as Open Game Content pursuant to the Open
Game License."

This of course would not cover "derived" content. Any
content "derived" from the SRD, like new feats or
spells or tweaked feats or monsters would also be OGC.
The designation above would not cover that content and
you would be in trouble if the above was your only
designation.

So as long as all you did is use OGC from the SRD AND
YOUR PRODUCT DID NOT CONTAIN ANY NEW OGC that COULD be
a sufficient designation. Why? Because simple
reference to a freely obtainable document resolves any
question. PLUS by default, the SRD would already be
listed in your Section 15 anyway so it doesnt requre
reference to something the person would already have
to reference.

Nothing in the license says that "clearly indicate"
means no referring to outside sources. I believe
reference to a freely and publically available thing
is not unreasonable and thus not unclear. Making
someone buy something to figure out the OGC, however,
seems unreasonable.
