Lee, The Dublin Core community has defined data elements, and provides "syntax guidelines" [1] for text, HTML, XML and RDF, but in fact does not define a record format. Each user of DC is free to make use of the data elements in their own defined data format. So there really is no such thing as a defined "Dublin Core record format" provided by the DC community -- just Dublin Core data elements. This is a conscious choice on the part of DCMI -- and could be considered both a strength (the DC elements are used in a wide variety of contexts) and a weakness (there's no DC record that is widely used).
