BQE should count as severe terrain almost justifying a SUV. Recently drove round trip to from eastern Long Island to Union City Tenn. As I entered PA the roads got progressively worse until reaching NYC. It became obvious that they should be called Super Urban Vehicles (at least in the Northeast). Rear buggy springs, solid axles, ground clearance, full frames. Too bad they just don't fit in the city.
