[Winona Online Democracy]

Alright all, this is my first 'rant' ...

Well, it seems that the parking season is near.  Soon it will be time for 
all of us to complain of unplowed roads or the rediculasly little parking 
that is available in this town.

I've heard many say that all one needs to do is be 'creative'.  But that, I 
find, is usually unsightly.  For instance, I've seen people that needed to 
resign to parking in between houses, or on lawns just to comply with the 
city ordinances.  I, however do not think that the city is out of line to 
require alternate side parking - just a little out of step with reality.

When the isue of parking comes up, it always seems that policy makers of 
this city just dis the concern of many by not making any true efforts to 
resolve it.  If indeed, they have even STUDIED ways of making parking truely 
available then I hope that some one in this group points to it.  But, like I 
said, I think they dis the complaints because they are might mostly come 
from the student population.

But so what if it is, Students are a majore impact on this towns economy, 
and the City has seemingly taken steps to limit that influence rather than 
take advantage of that.  I suppose that one might look at this as political 
martial arts.  If we (Winona) chose to build bariers to this flood of 
students - then all we have done is to put off the unspecified onslought 
that we are sure to deserve.  However, if Winona finds that take these small 
needs that students have (parking for one) then our comunity can grow by 
using the force (and money) of the student population to support our own 
local needs.

One Idea I have would be to create a parking structure.  It might take some 
time to pay off the loan the city would need to build it, but then after 
that it could be a long term revenue opportunity.
