Regarding parking:

A parking ramp near WSU might help problems in that area. A parking ramp
near downtown might work if downtown employees were somehow forced to park
there. My observation is that shoppers in a city this size seem to want to
park right in front of the store they're visiting. (Unless they're at a big
mall, in which case they'll park the equivalent of blocks away in giant
parking lots!)
