[Winona Online Democracy]

Well, my understanding is that a person will use a ramp when they need to go
to several places that are close by. So, for the situations downtown,
reasons that a person/group might find a ramp convenient is during those art
fair things and steamboat days. Other times people would like them is at
night when hordes of people like to go to the bars.

That is a very fair point though. "WILL PEOPLE in general use it?" I guess
that is part of my hope, that it be placed in a location that can suite as
many types of purposes as possible. And that is part of the reason I think
that the former Middle School property would be worth looking into.

in that area. A parking ramp near downtown might
work if downtown employees were somehow forced
to park there. My observation is that shoppers
in a city this size seem to want to park right
in front of the store they're visiting. (Unless
they're at a big mall, in which case they'll
park the equivalent of blocks away in giant
parking lots!)"
