[Winona Online Democracy]
I would like to know two things if anyone has the answer.
1. If you say that salaries AND benefits role 52% for teachers, and
salaries rose 43% for the rest of the state; does the 43% include benefits
or are you just applying that half of the statistic to teachers and not the
rest of the population?
2. I would also like to know the source of each of these statistics. Is
there a primary source online?
