I would never direct an user to ooo-dev. I think the ooo-user list would be fine. We can either discuss with them, refer them to forum where the topic is already discussed, or whatever appropriate response is required. If they come to ooo-user for first-line support, the idea is to never send them away empty-handed. It is like working through a phone tree and being told you are in the wrong place.
I am not clear on exactly how we direct people who don't want to do something.
