They come from the installer SDK,
On my system (Windows 7) I have done a build without them and successfully installed this built version. Thus, I will provide a corresponding patch which only removes the check for the existence of these files in the configure script. I will ask others for verification on their Windows system, if a build and a following installation is still possible. Please let me know, if somebody else is already working on these things or if you have any remarks, pros, cons, ...
