Shane's link to information about Outlook is with regard to the generic Rules ... dialog.
So I did a deep dive into Outlook 2010 Rules (which I use) and found that one of the options for selecting a message is "with 'specific words' in the message header". I have clearly not understood what that was talking about. So I created the rule that reads Apply this rule after the message arrives with 'List-Id: <[email protected]>' in the message header move it to the +ooo-user folder I then disabled all other rules I use to filter ooo-user@ arrivals. And it worked. I even had some of the words out of place in the rule that I originally typed, and it still worked. Not great (especially where I sometimes have several low-volume lists go into a single folder), but not bad either. It is also permissible to put a list where I only provided one entry for 'specific words'.
