Couple of questions:
1) Shouldn't the checking for namespace be done before ParameterVerifier is
called? This will save the overhead of parsing the xml for schemas where formal
parameters are not supported
2) Is the error case handled when value for the 'name' element is empty (I mean
<property><name></name></property>)
