For 1, that sounds like a good idea. But, I didn't see a way to get the schema
without parsing the XML; Is there a "cheap" way to get it?
For 2, I just tried combinations of empty name and value elements, and it seems
to handle it just fine. It treats them as the empty string "". I remember
seeing a JIRA a while back about Configuration dropping names or values with
the empty string or something like that; but, it worked fine so that must have
been fixed.
