Have you contacted investor that could be more interrested in the product
rather than direct profit ? I think about SGI, Sun, IBM. They all work
with linux. They all have product working with linux, maybe they could be
glade to have a entry level 3D card that work well under linux.

You could also find that kind of investor in the embeded market.

In that case, maybe they will be more sensitive of the cost saved by open
source the RTL ?
