I suggest you look at pyGTK and glade:

http://glade.gnome.org

I presume that this would require learning Python.  As such, I think I
would spend more time struggling with the language than I would
productively writing code.

What I'm waiting to hear is that someone has developed for Linux a
drag-n-drop took for designing GUIs.  THAT would make it worth while
to learn a new language, if necessary.
