I would say Glade is a drag-n-drop GUI designer for GTK. So would you
'only' need pyGTK for the functionality behind the buttons. But I just
searched and found a project called ruby-gnome2 at 
http://ruby-gnome2.sourceforge.jp. I have never used either ruby or
ruby-gnome2, so I can't say anything about its status.
