Yes, an external device. Connect it to the computer with cat6 Ethernet. 100 Mbps is enough for HD video. Connect it to the display via DVI/HDMI/component/s-video/vga. Provide USB for keyboard and pointing device. Power it with an off the shelf wall wart P/S. Use it with any computer that has Ethernet. You don't need a free slot. You can put the noisy computer in another room. It is bad enough having a noisy computer in an office. People HATE having a noisy computer in their living room. Ethernet is the only reasonable way to get the distance required.
