Sorry, a little late, but you CAN record off MY TV... In fact my last two 
panasonic's were capable of outputting on SCART#2, either the TV signal, or 
the input from SCART#1. 

My current TV is capable of outputting several of the inputs, and also telling 
the recording device to start/stop etc (VieraLink IIRC, it's a Panasonic).

I'm not sure of the advantage of desiging a new board when most of the 
functionality is made up in a mini-itx board anyway. Which just requires RAM, 
disk (Can be C-Flash), and an optional TV card (For recording, you may just 
want a playback device)...
